Agreements to Withdraw Concert Subsidies from Schools Spreading Hate Speech

The government has successfully navigated negotiations to approve the third and final credit supplement, providing financial relief to the Generalitat's extended budget. This fresh economic boost, amounting to 468 million, was sanctioned by the executive branch on May 22 but requires validation by the Parliament. The vote is scheduled for Wednesday. At present, the PSC relies solely on the support of the ERC and needs the endorsement of the Comuns to secure a majority of 68 deputies. According to negotiation sources, the agreement is nearly finalized, with only a few details pending. A key factor smoothing the process is the government's adoption of Jéssica Albiach's proposal to penalize schools that spread hate or anti-democratic rhetoric, potentially leading to the revocation of concert subsidies.

The three credit supplements approved with the investiture majority total 3,936 million, offering financial breathing room given the constraints of having extended budgets. The latest sum of 468 million will fund various initiatives in health, education, housing, culture, and linguistic policy, as reported by Comuns sources, who are still ironing out negotiation details. Last Friday, Gemma Tarafa, national coordinator of the confluence, emphasized during the National Council that the final push hinges on progress in housing and transport. "Let's send a clear message: housing is the utmost priority, a national priority," she stated from Badalona.

The final agreement is anticipated to be sealed between Monday and Tuesday, ensuring a smooth arrival for Wednesday's parliamentary vote, at which point the detailed breakdown will be disclosed. It is already known that one of the concessions facilitating the final stretch of negotiations is a political commitment, free of budgetary cost, to exert greater control over subsidized schools and to penalize those with extremist messages.

The issue emerged following complaints from a group of families at the Mare de Déu del Carme school in Terrassa, who reported an ultra-Catholic and ultra-conservative shift after a change in the school's administration. This is not an isolated incident. The new managers have stirred controversy in other schools and are part of a trend of certain ultraconservative movements trying to dominate subsidized schools, as revealed in a joint investigation by EL PAÍS and SER Catalunya. Currently, the Education department maintains an open investigation into the school, and the Síndic de Greuges is also probing the matter.

The Comuns raised the case in Parliament, initially through an interpellation and subsequently in the form of a motion on May 22. Most parties, aside from PP, Vox, and Aliança Catalana, voted for the "immediate withdrawal" of subsidies from centers promoting hate, anti-democratic, or unconstitutional messages. The motion urged inspection services to incorporate detection, intervention, and sanction protocols for such cases.

Two weeks ago, the ERC unveiled its agreement with the government for the third supplement, which included allocations for linguistic policy; the creation of positions in the Catalan Tax Agency to prepare for next year’s personal income tax collection challenge; allocations for rehabilitation; and a plan to enhance municipal sports facilities across various Catalan regions. Isaac Albert, the Republican's deputy communication secretary, explained that instead of a specific breakdown of each supplement, the focus was on a political commitment to fulfill agreements, irrespective of resource origin.

Once the supplement chapter closes, the Economy Department embarks on two crucial tasks. Firstly, within two months, it must present a unique financing proposal for Catalonia, developed in collaboration with the Ministry of Finance and Esquerra Republicana. The expert commission appointed by councilor Alícia Romero is working against the clock to ensure the document is ready before the 30th of this month.

Subsequently, by the end of July, Economy must also release the plan enabling the Catalan Tax Agency to collect personal income tax next year. This document will outline the personnel and technological strategies required to meet this challenge, and its progress and credibility are pivotal for Esquerra Republicana—which negotiated this measure during the investiture—to agree on next year's budget. A project that Romero's office must begin designing soon.
