Two Years of Catalá's Leadership in Valencia: A Tumultuous Governance and Reduced Investments
Two years have passed since the 2023 municipal elections, resulting in María José Catalá from the PP gaining the majority. However, the support was insufficient for solo governance, leading her to form a pact with Vox shortly after assuming office. Now, halfway through her term, Compromís and PSPV evaluate the situation, highlighting cuts in Generalitat investments in Valencia and significant instability, marked by five alterations in the local government.
"She glosses over these two years of governance out of embarrassment. It's an unstable administration, having undergone five different versions, and maintains two councilors on paid vacations who merely raise their hands when she needs them, although some votes have already been lost," Compromís spokesperson Papi Robles criticized on Friday.
The Valencian group pointed out constant complaints from neighborhood movements "because Catalá is not addressing their needs. Instead of leading a government, Catalá is merely enduring these two years." Robles continued, "She has justified corruption within this administration. We witnessed the Guardia Civil enter Valencia Activa and the Intervention offices during plenary sessions, reminiscent of similar past interventions during Rita Barberá's era. Yet, she remains willing to keep councilors under investigation for corruption."
Robles labeled Catalá's governance as "disastrous," noting a mere 6.9% of investment execution by 2025, which is four points lower than 2024. Compromís criticized Catalá's lack of execution in daily municipal services. "The Housing service stands at 0% execution today, reflecting the reality of her ambitious plan for 1,000 homes. Employment and Training services have a 2.9% execution rate, with plans to close Valencia Activa due to changes in management. Urban Projects service execution is at 3.4%. The city is entirely stagnant in these areas," she emphasized.
Robles also noted Valencia's absence from the top 100 Spanish cities receiving European funds, risking losing already obtained funds for specific projects if not executed promptly. Compromís criticized the dismantling or slowing down of projects initiated by the previous progressive government, such as reducing private vehicle lanes on Colón Street, or delaying the reform of the Town Hall Square, Puerto Avenue, or the Maritime Walk.
Mazón's Reduced Investments in Valencia, Criticized by PSPV
Socialist spokesperson Borja Sanjuan condemned the Consell of Carlos Mazón, with Catalá's favorable vote, for the second consecutive year of cutting investments for Valencia in the Generalitat's 2025 budget.
"Generalitat's investment in the city decreased by 20 million compared to last year. Compared to the last Botànic budget, where over 300 million euros and 378 euros per resident were invested, Mazón allocates 260 euros per resident in our city, nearly 120 euros less than Ximo Puig's government. In two years, the PP has reduced per capita investment in the city by 30%," he lamented.
The socialist leader reproached Catalá for endorsing this reduction, "validating with her vote the loss of a third of Generalitat's per capita investments for Valencia residents in just two years." Moreover, he stressed Catalá's lack of amendments to improve the budget or criticism.
Generalitat's investments, approved last Wednesday in the Valencian Courts, amount to 216 million this year compared to 301 million in 2023. This means a decline from 378.1 euros per resident under Ximo Puig's last government to 266 with Mazón.
Sanjuan highlighted significant cuts in Healthcare, reducing funds for Ciutat Vella and Serpis Street health centers to the bare minimum, alongside a 17.6 million cut in hospital facilities. Similarly, Education investments for CEIP Giner de los Ríos in Campanar and CEIP Nicolau Primitiu in Patraix reduced from 13 million to just 2.7. Mazón's Consell also eliminated the 500,000 euro allocation for the commissioner against violence towards women.
For the socialist spokesperson, "We are witnessing an accelerated end of cycle. PP governments, both in the Town Hall and Generalitat, show symptoms of disintegration."
